Whomever it is, they have to hold strong resentment against the World Gov. Hell, SWORD is the direct counter the the WG's Cipher Pol Aigis Zero (Aigis means shield). My money is on Fuji/Garp/Smoker and possibly Sengoku since he had Corazon working as a spy.

Having come back and reflected a bit, would it not make sense for SWORD to be a segway into Ryokugyu? Drake as the captain may report directly to him or Fujitora

When luffy punched a celestial dragon, drake was wondering which admiral was coming to saboady so that means one of them know sword and it's likely kuzan, and the one who is controlling it is likely sengoku
