I’d go with MF, arc was supposed to be a clash of the best. Did very little in the way of actually showing as much in retrospect.

Definitely Arlong Park. It's so boring and the only good thing about this arc is Nami (her backstory + "Help me"). The rest is a total snooze! Baratie is MILES better and I'm not even that big on Sanji

Does the entire east blue as a whole count? It's good in retrospective of course, but in my opinion the series still wasn't as good as it would become in those times.

Marineford has a couple of (very) epic scenes. But overall is a just a straightforward slugfest with a plenty of Plot Holes.
It’s nowhere near EL/W7.

Never seen anyone complaining about Arlong Park arc.
On the contrary a huge amount of readers became hardcore fans of the series because of it.

Skypiea and Impel Down felt a bit dragged out (at the time) for the standard that One Piece had set back then.

I also feel like most people think Enies Lobby > W7, but I couldn't disagree more. Everything up to and including the Sea Train was straight gas through-and-through. Enies Lobby had a decent amount of post-TS-esque Straw Hats running around for chapters on end.

Enies Lobby is almost as long as Onigashima (60 vs 80 chapters) with less than a quarter of involved/named characters that were important.

I actually think that Onigashima improved the length of the fights. The fights in Enies Lobby were good, but they were too long, while Wano had good and shorter fights.

Story is predictable, it was too long (yeah for that time), many wasted panels. And tbf completely unrelated to pirate adventures. SHP did that for their friend.

Skypeia was at least about searching a treasure.
