Red Dog says they are not interfering with Celestial Dragon related investigation, and Holy Knights are doing that.



Which means either:

- Marijoa territory belongs to Holy Knights first, so they look into it before the Marines.

- Or, since Fleet Admiral and Admirals are underlings of Celestial Dragons, their underlings can't judge a Celestial Dragon about if they commit a crime or not, so it needs to be another Celestial Dragon like Gorosei, (or if Holy Knights are chosen from Celestial Dragons as well) then after Gorosei, they can decide that.

It could be also that Gorosei are chosen from Holy Knights so Holy Knights might rank right after Gorosei and above Fleet Admiral.

What we know:

Imu > Gorosei > Celestial Dragons > Government Commander in Chief (Kong) / Fleet Admiral and Admirals.

Where Holy Knights ranks in this?

If Holy Knights are chosen from Celestial Dragons, then that could also explain why Admirals are scared of Celestial Dragons.

We know most of the Celestial Dragons are fodders, but if Celestials have family members that very strong that could also explain how the things works in the Government without needing to expose Imu and the ancient weapon.

Imu > Gorosei > Celestial Dragons > Government Commander in Chief (Kong) / Fleet Admiral and Admirals.

World Government structure: Gorosei -> Kong -> Marine HQ/Warlords/CP1-9/Ennis Lobby/WG workers all as equal entities (with each of them having their own heirarchies)

Celestial Dragons structure: Imu -> Gorosei -> Holy Knights -> Celestial Dragons -> CP0


Imu, Holy Knights and CP0 are entities that aren't part of the World Government Organization, but due to the fact the World Government is controlled by the Celestial Dragons, they have a sway in some matters relating to the WG (whatever matters the Gorosei allow).

The Holy Knights by default have more authority than anybody not named Gorosei & Imu, since they are the police of the CD themselves.

What if their rank is basically that of an actual knight? Knights are below nobles but their practically the king's own force that he only lends to the nobles. So each gorosei might have 2 knights at their disposal (note one went rogue).

The knights might be individuals among the CD that were born with CoC (or the VoaT or whatever). The rogue one went rogue roughly 800 years ago. Normal humans that are born with CoC or VoaT or whatever might be all ancestors from the rogue one.

I could imagine, whatever the WG fears among normal population they're probably using it themselves all the time. Best examples, see vegapunk's instructions to develop secret high technology or the Imu nuke. Those specific traits most likely have some other hidden feats that only the WG knows about and taught them to the knights.

Anyway. 2 knights for each gorosei. They're below the gorosei but ultimately listen to imu and would even kill the gorosei if required. Thus, everybody shits their pants in the presence of those immortal haki gigachads
