Why Oda thinks that's appropriate, I don't know. He also seems it was appropriate to effectively retcon Zoro recognising the change in himself and awakening as a Conqueror.

I think we're just going to see advanced Armament from both the Wings, and Jinbe at some point, but I don't think it will at all be addressed.

It's not about my feelings, I'm just showing you what the manga said. It gives the exact same explanation for Haki as it does for Zoro's powerup in Alabasta.
Since Gaban has CoC, we all know what this means. Gaban seems to have said something to Sanji after he asked him if he had CoC.
I think the real question here is if Sanji does indeed have the potential to unlock it, what in his character is the key factor that gives him the dispotition of a king? It can't be his dream of finding the All-Blue, since that doesn't really require him to reign supreme over other cooks.
However, having the dispotition of a king doesn't necesarily mean that you desire to reign supreme. Sometimes, all it takes is having an unshakable belief in something. See where I'm going with this?
IMO, What makes Sanji a Conqueror is
his absolute refusal to fight or even strike women
Ironically enough, the thing that has made Sanji look like a clown all along, is what gets him into the club
