We already have a Ryuma spinoff called "Monster" by Oda.

Joyboy would be nice but not sure if everybody is interested. As for Dragon, I personally don't see him as MC material. I think he's fine as a major character in the main story with full backstory reveal soon.

So the answer would be Garp. Garp is a fun character and his Marine life and bouts against Roger, Whitebeard and Rocks Pirates is more interesting to see.
