Though I think he is a dark king coz he lived in the shadow of another. Ray could have been as big as WB, Shiki, BM and Roger. Even Xebec. Don't get me wrong he is already a very big name but being a great pirate captain that's challenging the pirate king gets you way more infamy and notoriety than being a right hand to the PK. This will be confirmed by the bounty Ray gets. Probably something less than WB, Kaido and BM.

List of subordinates that can be argued over their captains

Kizaru - trolled wb while akainu is only as strong as aokiji
Shiryu - his equal(Magellan) neg the bb pirates.
Mihawk - self explanatory
Zoro - could've killed kaido if not for BM shouting at him or the broken bones.
King - acoa is needed for kaido while koh is needed for king and also one shotted bm.
Rayleigh - mentioned in the same breadth as wb. Since he's Zoros parallel, then we can assume he's also stronger.
Kaku - he has the stronger fruit over Lucci.

We can include kata as well as I don't see kata losing to 2 doffy level characters.

Garp kept on traveling and working. Rayleigh straight up retired. So of course his showing against an Admiral looked weaker than Garp. I am on the "Rayleigh comparable" to Garp/Sengoku/WB/Roger. But i would never go out of my way and say he was stronger than any of them.

But what did Rayleigh do? Surely he had to have done something to be known as the dark king.

My theory is that prime Rayleigh was king of the underworld/black market. Kinda like what Doffy was, except Ray was an actual top tier. Hence, being the king of the underworld, he gained the epithet “dark king”.

Roger had Wealth, Fame, and Power. Perhaps Rayleigh’s underworld dealings brought him immense wealth. Wealth he ultimately left on Laugh Tale, adding to the treasure Joyboy left.
