We are in the final saga. One Piece ends when the titular treasure is found. Blackbeard has been propped up since Drum Island and as Luffy's greatest rival since Jaya. Aside from special number twos and wildcards (Rayleigh, Ben, Oden), top tier crews never peak beyond YC.
Fans: Super big arc with Blackbeard at Laugh Tale. Then super big arc with the Marines; which Admiral does Zoro and Sanji get? Then super big arc with World Government where there's a big war without their military.

Because Im and Gorosei obviously aren’t weak
If Gorosei are just another Spandam/Orochi, how do you explain their designs? Oda didn’t design them like he does with other weak, cowardly characters. Also, the fact that Saturn is heading to a place where he knows a Yonko crew is at with just an Admiral and some fodders as backup shows that he is either fearless and/or capable of defending himself

Uranus destroyed Lulusia (and God’s Valley, presumably). Not Imu. The most Imu will be is a counterpart of Shirahoshi that can control Uranus through their bloodline, hence getting to sit on the throne. Not a frontline fighter.
There’s no reason for a God Tier Imu who also has control of an Ancient Weapon to hide their existence from the world they rule. There’s no reason for a God Tier Imu, their five top tier Gorosei and an Ancient Weapon to even bother having Marines. Saturn needs an Admiral bodyguard and a food taster, this guy is meant to be a top tier?
Far and away the most likely answer- Imu’s family line can control Uranus, so the other Celestial Dragons sit them on the throne. They can‘t actually fight though, and the Gorosei et al are shit scared that someone like Rocks, Blackbeard or Kaido finds out Imu exists, kidnaps them and can control Uranus through them. Hence the “King of the World” being basically a prisoner in their own castle and the greatest secret of the Celestial Dragons.
God’s Valley showed the end of One Piece, and Roger decided that Rocks was a bigger threat than the Celestial Dragons. Blackbeard will be the modern day Rocks. He’ll succeed where Rocks failed, kidnap Imu and make himself King of the World.

Or it just means he has that much faith in the strength of an Admiral. That just speaks to how strong an Admiral is supposed to be, they are the outward face that guarantees the WG's rule.
At the same time though the Gorosei don't have to be weak for them to have Marines working for them. The more lines of defense you have the better. Better safe than sorry. But ofcourse the last line of defense has to be pretty much infallible, and that's the Admirals.

Highly doubt that, far more likely that it is just standard protocol for everything the Gorosei eat and drink to be tested to protect them.

Saturn’s there to get command of the Seraphim away from Vegapunk. And maybe find out some of what he knows about the Void Century before Vegapunk gets killed.
