They're being wasted as usual, Oda seems to have found for them no other purpose than bring Big Mom and Perospero and stay under the waterfall, nevermind that they could have been used far better and have crossed this waterfall a very long time ago.

I think another reason was that Perospero was one of the two contenders to be captain when Big Mom is defeated or dead. Both the captain and the eldest son were defeated, so Katakuri should now be the new captain. Even if that was Oda's goal, that doesn't change the fact that they were portrayed very poorly. The question is what the Big Mom Pirates will do next.
