General & Others When did Oda rush the arc ?

I constantly see people saying Oda will rush Egghead arc , Kizaru vs Luffy will last 2 chapters , Zoro vs Lucci will happen off panel.

Why is this thing all of sudden why this arc must be rushed and when did Ody actually do that in past ?
