Just curious this is mainly about one piece but also could apply to other Mangas and animes.
My question is when does some thing that appeared in the anime but not in the manga becomes canon ( if at all that is)

1-it never does> obvious
2-Only if it appeared in any other source material that Oda drawn himself (sbs novels etc)> anything that we can trace back to a source material that Oda written said or drawn himself
3-If Oda himself told the anime producers about how wants the portion to be animated> If Oda himself told the producers how he wants the anime section to be animated and what story to follow what things not to say or do. Its like passing how he wants the anime story or portion more or less to be verbally.
4-If Oda approved it > It was the animators idea but Oda approved that he likes the idea
5-Always > You dont really believe that.
