As we know the Marines haven't dared to come near Wano for centuries because of the effect that Ryuma had on the outsiders who tried to invade and pillage his country and of the reputation that the samurais of Wano had thanks to him (though of course it turned out that most samurais are far from being worthy of Ryuma's reputation). Also upon hearing about the events in Wano and in particular about Kaido and Big Mom's alliance Sakazuki was hesitant to send forces here due to several factors such as the Navy not knowing how strong the samurais truly are, of the Reverie that recquired a lot of efforts from the marines in order to protect it and the royals coming to Marie-Geoise and the recent dissolution of the Shichibukai system while led to the sending of troops against the now ex-Warlords.
And yet the hints of an intervention of the marines have not stopped beggining with Kizaru being willing to go there in order to try to foil the formation of an alliance between Kaido and Big Mom, Sengoku talking about the Rocks Pirates and Kozuki Oden and saying that the marines may have to go to Wano eventually, the deal made between Orochi and the CP-0 with him saying that he wanted Vegapunk himself to come to Wano (which also hints some increased tensions between them and the WG with the Navy once Sakazuki finds out about it) and with X-Drake being in truth an undercover marine and the leader of SWORD who has faked his defection from the Navy to piracy and integrated the Beast Pirates in order to gather infos on Kaido and his crew and the New World.
But above all what may cause the Marines to finally stop hesitating and to make Wano their priority is the most recent event of the reveal of Kaido's plan with him planning to make Wano a paradise for pirates, to find and take the Ancient Weapons and the One Piece and to create the most devastating and worldwide war the world has ever seen. With all of these factors there is no way that the Navy will not make stopping Kaido and Big Mom's alliance their priority with the Ancient Weapons threat ressurfacing and with the World Governement itself being targeted once X-Drake makes his report to his comrades.
So an intervention of the Navy is pretty much inevitable, but when will it happens ? That is the question.
