Back In the Four Seas or Paradise. Unless one is a glory hunter, why take the risk?
Either claim a 100 million head and retire on the spot, or hunt East Blue fodder whenever you need money.

Thats my point, If any bounty hunter went to marines with head of Kaido, they would probably get negged by Admirals instead of paid those non existing billions

Warlords were basically bounty hunters, now there story arcs are over, no more bounty hunters
+ pirates can still collect bounties, its just not worth going after big time pirates are a bounty hunter

I'm sure they have the money. Far more than enough. Even if they ever didn't they would still pay no matter what. They can raise the taxes, raise the Heavenly Tribute and get citizen money if it came to that.

Make some pirates be bounty hunters :
Like have Mihawk be ex bounty hunter and he regains his old lifestyle

3 SNs + certain others be bounty hunters
Fighting Yonko crew...capturing even some members

Not everyone has to be Warlord or in Yonko Crew or just pirate.

Oda ruined that. By now we should have had several top bounty hunters who could have beem sprinkled throughout many major arcs.

Now would have been bounty season since cross guild has their own bounty system.
