Actually it can be argued if the admiral agenda is still alive or not but, since we are talking about an agenda, it will be alive as long as there is still somebody willing to hype admirals above what their power level is, no matter how stupid it may become. If we want to talk about if there really ever was a doubt about who would win in a yonko vs admiral fight then that is debatable, maybe if there ever was it was Marineford when Akainu was mauling WB but actually that is also deadbeard 2 shooting Akainu, but I'm going off topic.
About Kizaru the problem is that he actually get one shot. Kizaru had tremendous speed far superior to snake man, very good defence like implied vs Sentomaru and with Luffy too but his durability is low for a top tier to say the least. And in the end the result was also not bad since Luffy was worn out as well. The problem like always are threads like "Kizaru will solo the alliance/SHs","Kizaru will make Sabaody 3.0" which set up a circus jist like the famous "Greenbull will solo the alliance". Unreal expectations.
