The World doesn't stop during every major event. The Admirals have their positions to play. Just because God Valley was happening, doesn't mean there weren't other things going on in the World that needed attention.
Only one shows up at a time. Akainu and Aokiji didn't show up with Kizaru on Sabaody when a Celestial Dragon was attacked, did they?
Kong sent Garp, who is was stronger than any Admiral at the time. And for all we know, this was during one of those times where the Marines were down an Admiral, and trying to get Garp to take the position.
I think even Sengoku was still a vice admiral back then. And the power house might only be Xebec and Roger and no other Great pirate like the Yonko. So maybe having 3 admirals wasn't necessary. I don't even think that Sichibukai was a thing as well.
If you wanna believe a small ice glove (which was barely shown on one panel, unlike the effects of their Haki strikes which were focused on) made Kuzan's punch much stronger, in ways that are logically incoherent, then I can't really say anything to you.

Oda is trying to present it as a secret affair, but I think it’s apparent that he’s just now working out how things supposedly went down to begin with.
Either way, the Admirals are typically stationed at HQ and only sent as a response to a transgression against a CD.
For a more meta reason, Oda likely just wanted to reserve the spotlight for Garp and hadn’t come up with the Admirals for that time period.
Expecting all 3 Admirals to be out in the West Blue is just silly though. That’s beyond low comprehension…or if it’s trolling it’s just inane.

The Celestial Dragons didn't have a lack of fighting force on God's Valley. The God's Knights were there, Saturn was there, Garp was sent to help, and they had gathered a plethora of strong Celestial Dragons to compete in the competition. If Saturn thought they needed more help ,especially an Admiral or two, he would have personally requested it.
The Navy acts on the Gorosei's orders, and a member of the Gorosei was on God's Valley, and didn't think it necessary to order an Admiral to come.
Now obviously the situation ended up much more dire than expected, but at that point, an Admiral wouldn't have gotten there in time.
