I said between Law and Whitebeard, and at least Roger and Whitebeard had a sense of competition and genuine rivalry between each other with the two having clashed many times, and were portrayed as equals even without Whitebeard becoming Pirate King, while there isn't any sense of rivalry or competition between Luffy and Law.
And Law isn't portrayed as Luffy’s equal at all.

Law is like WB in the sense that he’s rival to a future pirate king. That’s about it.
