For me it’s most crews, besides a handful, but for me it’s WB pirates, Fishman, sun, and all those fishman pirates, shanks’ crew is also ass

I dont consider them a pirate crew

Among the big crews, RedHair pirates look the least interesting.

The "good" Yonko crews certainely feel bland and lacking in personality compared to the Beast Pirates, Big Mom Pirates and Blackbeard Pirates.

Shanks' Pirates looks like a bunch of homeless hobos that used to live in a hoodlums just happens to band united together after ditching their kids and wives to buy milk as an excuse. Not interesting at all.

On the contrary, Blackbeard's crew are the most interesting. Hell, even I vibe with Big Mom's and Kaido's crews.

1) Strawhat Pirates
2) Red Hair Pirates
3) Roger Pirates
4) Blackbeard Pirates as whole. Even tho I find Teach and Kuzan interesting, the crew as a collective doesn't interest me in the slightest
5) Big Mom Pirates

Most Interesting:
1) Rocks Pirates
2) Heart Pirates
3) Kidd Pirates
4) Cross Guild
5) DonQuixote Pirates

What are some examples of pirate captain character who are likeable or interesting enough but whose crews are really lackluster and bland, being either too generic in appearance or very underdevelopped in terms of characterization and personalities ?

I'd say that all of the Supernova crews qualify. They cruelly lack personalities and real characterization or memorable design, aside from a few individuals such as Bepo, Heat and Wire whose personalities aren't even that developed or memorable either.

Sadly, Oda fills OP with too many characters, so none of the crew members really stand out unless it's SHP, BBP, Kaido, BM and Doffy's crews.

Sadly x2, Oda probably thought about those crews and made up a lot of stuff, but there's no chance for them to get fleshed out.
E.g. he did draw the whole Kidd pirates for SBS, and I am kinda interested in what kind of characters they are, but they sleep with the fishes now.

Whitebeard Pirates have no theme to them and they're all painfully bland.

Bonney's crew was so uninteresting that Oda didn't even bother to bring them back after her capture, while Urouge's doesn't even have any named member with any semi-memorable design aside from Urouge himself.

And also the On Air Pirates and Drake Pirates, these four pirate crews are non-entities.
