Usopp imo. Luffy Usopp dynamic is non existent since post timeskip. People say thats because the series is changing from a more adventure style but Luffy has still maintained his dynamics with Zoro and Nami throughout the series. Its something that Oda has deliberately reduced since Ennies Lobby.

There are characters which Oda is pushing a lot but we still atm can't see where their big storylines are going and there are characters which Oda has been unsure of what to do for a while and has reduced their appearances by a lot

For those 5 you listed Coby is clearly the one who should have more screentime.

Smoker has plenty of time on series he was only did dirty power wise after timeskip.

Vivi had her time back then and now it seems to coming back.

Buggy really surprised since we did not expect much of him. He was a surprise back at Longuetown and Impel Down.

Mihawk just doesn't have much to do until Zoro gets his level and they have a rematch. But now that he is his teacher they are not even fighting again anymore. So I didn't expect much screentime of him back then and now I'm expecting even less.

Hacchi was also a surprise to see again at Sabaody and what the community most want is Gin to come back.
Mr 2 and Mr 3 at Impel Down also surprises.

So it is Coby. The character suppose to be side by side with Luffy growing up. Turns out he is miles behind him and doesn't show up enough.

For those wondering I did not included Mihawk in spite of being a "endgame" character, but because of it.

If he is an endgame character, wasn't he introduced way too soon?
If he is an endgame character, shouldn't he have had more scenes and impact in the story? Not saying he loses, just that he should have been involved?
Would you have preferred Mihawk flexed his might more times by now? Destoryed more Icebergs, etc?
Would it have been better if Mihawk was defeated by now, and Zoro gained a new goal in life (Ie like Sasuke wanted go kill Itachi then found new meaning in life after Itachi died)? Why or why not?

Or are you entirely happy with Mihawk's portrayal (or lack there of) up until this point?

Smoker for sure. My man went from being a menace to the straw hats early on the show to be a literal mop to anyone he confronted. I was expecting a lot from him in PH, but he fell so flat it wasn't even funny. People expected him to be the next Garp, but from the looks of it that ain't happening.

smoker takes the cake mofo got ragdolled 3 times in one arc.
I mean, he actually took 5 L's in that arc if you consider the losses he had when he switched bodies with Tagashi.
