The Scabbards, Big Mom, and Tama (due to plot convenience devil fruit) actively made the arc worse

Has to be Oda and Luffy. The multiple defeats are unnecessary imo. Just one defeat on the rooftop followed by a powerup/awakening should have been enough. The worst part of the arc is the defeats + plus power ups which Oda uses to create a fake "this is it" atmosphere then Luffy gets licked again. Even right now I'm not sure if he can win given the track record of the arc.

How was Law put on a back burner?

A cool fight does not make a good character arc. Law had a cool fight this arc and thats basically it.
