I'd go with an ancient Zoan. Beforehand I'd have said a Gorilla Zoan, but the normal zoans are outdated now.
What he really just needs is an additional big strength boost, so that his already existing fighting style gets a major upgrade. His shockwave attacks would become much bigger and plenty more devasting. This way he might have pretty big potential.
A fitting version of Shadow Asgard would do the job aswell, but I just can't picture Burgess with that fruit.

First he has clear clear fruit
Shiliew is 2nd in command not first Zoro will fight somebody higher than Shiliew
then there is according to some assumptions we know Luffy will master in Kings Haki, Zoro in Armament and Sanji in Observation
and u need a higher level of CoO to fight an invisible person
sanji has a experince fighting invisible person
Sanji has training in swordsmanship he will not have problem fighting a class swordsman even he don't use swords

There is no one above Shiryu in BB pirates and his showsmanship is too good to be handled by someone else.
FS and Fujitora aside, we still have to see what high lvl of CoO is.
Experience against Absalom is barely of any use against someone who can cut you down in one strike.
22 years of Sanji's matchups say otherwise, it says that he has problem fighting a proper swordsman, not to mention someone like Shiryu.

I don't believe Sanji has ever fought a swordsman to said he has problem-fighting swordsman not that I remember. We know what high level of COO is (Future sight what Luffy and Katakuri do, soul watching what fujitora and Usopp do) what more do you one than that.
We don't really know who will fight who is safe to assume that Zoro will fight Shiryu because of swordman vs swordsman. But it would be nice invisible man vs invisible man wouldn't you think...

It's not hard to realize that Sanji would have trouble against swordsmen, especially someone like Shiryu. Oda would need to make Shiryu into a shitty swordsman for Sanji to win because Sanji taking clean hits and surviving Shiryu aint happening, same as Shiryu never landing a clean hit on Sanji...
Sanji isnt Fujitora nor does he have FS and aside from those scenarios we havent seen what CoO actually does mid-combat, they have been dodging stuff long before CoO was a thing so lets not attribute such things to CoO. From what I see, very little to no use from CoO.
