IF forging a black blade is a pure CoA feat, then that is the best CoA feat. It was only achieved by the WSW and WSS.
With all due respect to Rayleigh, his hype does mot match these two swordsmen.

Sure definitely not confirmed. However, certain valid deduction can be made to support such an assumption

Only swordmen have access to making a black blade, currently only Luffy and Rayleigh are confirmed internal destruction users. Hakiman shanks probably is, and fellow hakiman Garp probably is too, but I doubt there are too many others.
Shusui is not that impressive compared to breaking those collars in the fashion Luffy and Rayleigh did.

Of course making a black blade's more impressive. Many of the most powerful people in One Piece world wield a blade, but haven't made a black blade. It also shows the wielder's near complete control of their Armament flow to permanently coat their blade. Seemingly doing so raises the blades quality which is always a plus. No need of doing internal damage if you can cut anything you choose to cut.
