We have 7 Yonko on One Piece.

Luffy, Shanks, Buggy, Teach, Kaido, Big Mom, Whitebeard. The good written are Whitebeard, Teach and Buggy. 3/7

We have 11 Shichibukai.

Law, Doflamingo, Moriah, Kuma, Crocodile, Mihawk, Hancock, Weevil, Teach, Buggy, Jinbei. The good written are Teach, Buggy, Doflamingo, Crocodile, Law. 5/11

We have 7 Admiral(Fleet Admiral included)

Kong, Sengoku, Akainu, Aokiji, Kizaru, Greenbull, Fujitora. The good written are Aokiji, Fujitora. 2/7

We have 10 #2(from the panel)

Zoro, Sabo, Rayleigh, Marco, King, Katakuri, Bepo, Benn Beckman, Shiryu. The good written are Zoro, Sabo, Katakuri. 3/10

Then Shichibukai have the best written characteres so far.

The Warlords clear. Even if you restrain them to their original 7 Croc, Doffy, Jinbe, Boa, and Kuma from a written perspective are above most characters in general. Add in Law and Blackbeard and it's overkill.

For the Yonko Big Mom had a great and interesting backstory that explains her current personality very well. However for whatever reason Oda decided to butcher her in Wano so her character takes a decent hit. Whitebeard had great characterization with his family dynamic and the Oden FB added nuance to it as well. Blackbeard is a pirate in the truest form and has had the best rise to fame in the series so far. Whenever the story focuses on him I expect him to be one of the best written characters. Kaido was pretty disappointing, there's not much to say about him honestly. Shanks is solid but he's pretty much a hype tool that's carried by mystery.

The Admirals have Fujitora and Aokiji that pull ahead in terms of character. From Fujitora reforming the WG in his quick time as an Admiral along with taking accountability for the things the WG want to sweep under the rug. Aokiji leaving because of having distain for Akainu's justice and seeing the world from a different perspective is great. Depending on his reasonings for joining Blackbeard he could end up being the best written Admiral. Akainu was great and ruthless in the Pre-TS but he's been regulated to desk work so there's not much to say. I don't like Greenbull that much but his views on the world do contrast well with the other Admirals. Kizaru is the most surfaced level Admiral so hopefully his Egghead moments bode well for him.

As for the #2's the only ones worth mentioning are Rayleigh, Zoro, Sabo and Katakuri. Their written moments speak for themselves. Marco is decent too. The rest aren't expounded on yet or have been overlooked by Oda.

Warlords > Admirals > #2's > Yonko

Admirals don't have much panel time, so far all there is to their character is their hate for pirates. Maybe Aokiji and Fujitora are a bit more complex than that but not enough focus on their convictions (what's their goal and why).

Warlords win thanks to Croc, Doffy, Law and Buggy even though the last 2 did more when they weren't warlords.

I like the #2's as well, at least some of them that had panel time like Zoro, Ray and Kata. King has some stuff for him, his lunarian race and his relationship with Kaido which didn't have enough focus unfortunately (Oda focusing on fucking scubbards and Oroshit).

Yonko are cool too imo except for Big Mom that I don't like at all (a matter of opinion since some people enjoyed her, I didn't). But then again Oda didn't focus enough on the interesting sides of Kaido. Shanks doesn't have enough panel time. As for BB he is one of the best antagonists Oda wrote, we need feats now from him.

Yes I like the character, I just don't like the df change and G5. Powerlevel wise he is still one of the strongest as well despite the now ugly fighting style

Because I just don't find it right putting Bepo/Kata/etc up alongside Zoro & Sabo. The "#2" is just a bad categorization that's all.
Its not like Sabo deserves to be put in same sentence as Zoro either

Zoros bandana is more significant than Sabo to the story
