For now, I'm leaning towards Crocodile. He was a great planner in Alabasta, with how he set the populace against the Royal Family, how he had several backups just in case something went wrong, etc. And character-wise, he has remained pretty consistent, even during Impel Down and Marineford when we saw things like taking the time to break Daz Bones out of jail, being outraged when Whitebeard was injured, and making things difficult for the Marines after Whitebeard died, it all seemed in line with Crocodile's character imo.
Akainu and Blackbeard are great, but we haven't seen too much of them, so will hold off judgement for now. Enel was alright. Doflamingo though...Doflamingo was such a disappointment imo. He gained depth in some ways during Dressrosa, in others he changed for the worse, I didn't like how he went from a gave no fucks Joker type villain who was utterly dismissive of dreams and morals and promoted an era for the strongest, to a more Crocodile type villain who kept ranting he had "the blood of the gods." The huge amount of PIS and underestimating the SHs after saying he wouldn't doesn't help either. Just my two cents though.

akainu is the only one that makes you feel, '' oh sht, all hope is lost'' when he is standing next to you. doflamingo was a warlord, that they faced and took down even pre ts and with allies like admiral and gladiators his crew didn't feel like a threat at all. crocodile was great for that point in the story, but once the big players got revealed, he didn't feel like much anymore, even enel and lucci were up there.

Teach is somtimes cocky, sometimes cautious. he is meticulous are also sloppy. he is evil and neutral. sadistic and inspiring.
he is the the character in OP with the most depth.
he is not just a foil to Luffy, he is so much more. I would not wonder if Teach ends up being a split personality considering how differnt he can be.

Doffy is great because his actions and demeanor are relatable. most importantly he was always consistent start to finish even though he is insane. he is pure evil. no remorse or consciousness whatsoever. ruthless. even as a kid.
smart, charismatic and hard to shake. a really good character.

Crocodiles plot to overtake alabasta and the organization he led was great.
unfortunately he does not have as much depth as Teach and Doffy. his background with WB is not enough.
generally a great character with his sinister vibe and ability to fool an entire country.

Enel. a guy with a god complex. not much more to it.
too strong for his own good. a powerdrunk maniac.
I like characters like him and out of the ones listed he is still my favorite. we are rating them on how well they are written and
in terms of that he is the low hanging fruit of the brunch.

Akainu is definetly the most terrifying. Only Top Tier that never disappointed and has all his hype intact.

You have to be very specific with this type of question. What's the criteria for best written villain here, for the arc or for the story? For the arc, it's probably Doflamingo out of the ones mentioned. For the whole story, Blackbeard & Sakazuki by a long shot.

Oda creating an interesting dynamic between Blackbeard & Luffy's role model, then carrying that dynamic over to Luffy himself. Along with having Blackbeard trigger the crucial events that have impacted Luffy's life.

With Sakazuki he's not exactly a direct antagonist against Luffy from what I'm understanding about the story so far, however he is an antagonist in what will eventually become an antagonist for Luffy's goal post-Raftel. Oda's done a great job in building up his character to this point with the Ohara flashback establishing his viewpoint on justice, then reinforcing those viewpoints with Marineford when he shows Sakazuki murdering his fellow marines. His character then got expanded on with his duel with Kuzan, where he's willing to lay his life down to become the Fleet Admiral so he can lead the marines into a new era against criminals. But not only that, Oda also showed things such as comrades do matter to him when he chooses not to kill Kuzan due to him being a brother-in-arms of his. Post-TS, we see his development as the Fleet Admiral (though not a whole lot), he's not holding any grudges against those of different ideals than him even showing respect to the likes of Sengoku who were against him being the Fleet Admiral, and of course holding an admiral accountable just like any other marine.

Thought I would explain it out for Sakazuki, since he seems to be overlooked here.


Now out of these two, the one who will be written as the best villain by the end will be Blackbeard himself, since he's more than likely to be the sole prominent villain against Luffy in his piracy career. While Sakazuki will put in the big group of the World Government, in which he won't be the prominent villain that will go against luffy.

Doflamingo is the best written for now. His power, his ruthlessness, and a believable backstory make him a well round villain. He also was a good "underground dealer" type character. He managed to have dealings with the WG and big pirates like Kaido, but managed to keep himself safe from both (well until Luffy came along). He was tough as nails, too. Probably one of the few to have an awakened fruit.

Blackbeard is next, but he will be the best villain by series end. We don't quite have the whole picture for his story yet. He's got the most potential with a great set up as a dark mirror to Luffy.

Crocodile was a great villain for the time. He was similar to Doffy in a lot of ways. I like to think that Oda took some of the ideas for Croc and used them to fashion Doflamingo's presentation within the story. It would be nice if Croc were to show up in a future arc.

Sakazuki isn't all that great to me honestly. He's the obvious bad sheriff/ evil justice character. The people enabling him are the more interesting ones like Im. Oda could have more planned for him later though.

Enel came across as a spoiled brat with a lot of power. Yeah, he was a bit cunning and he did succeed with getting to the moon. However, without the lightning bit, I found him uninteresting in comparison to Noland's story and the other aspects of that arc.

Doflamingo is the best written villain for me

Akainu is ruthless and a perfect example of a lawful villain
Crocoboy is a very cool character
