I mean there's a difference between cooking for someone who wants to eat when slightly hungry and those on the verge of death lol.

Sanji does not differentiate his meals baded on who eat his food, pirates (Baratie arc), Marines (PUNK Hazard), or civilians.

It just depends on the availability of ingredients.
