Usopp, and its not just because he was bad post TS. He feels like the least relevant out of the East Blue 5 and his dream doesn't seem as grand as the other 3 (WSS, Map of the World, All Blue vs Just being brave), which kinda makes it not fit with the other dreams of the SHs that border the line of the impossible.
