  1. Lord Frieza
  2. Pein
  3. Crocodile
  4. Cell
  5. Madara
  6. Aizen
  7. The Rest
Just going off your poll. Frieza, in the manga and original series, had such a powerful presence and this mysterious aura about him. Threatening, but he engrossed you. A stark contract to the flamboyant Ginyu Force who preferred antics over all else, the silliest Frieza gets is when he opts to impale Krillin with his horns and then jostle him around. He's not written as some larger than life villain with charisma and misguided angst oozing off of him — Frieza is merely the manga representation of what Akira Toriyama attributed to the decline of the Japanese economy during that time period. But I think the simplicity helps Frieza here. You get so caught up in some characters and their schemes, they get so large and complex it's hard to not see logical gaps in many of them.

For me, that causes some annoyance. You don't need to go through a 90+ year plan to obtain all the Jinchuuriki, set up two false successors and then become a Jinchuuriki yourself, to be entertaining. For all the backstory Madara has, cheap attempts to excuse his behavior IMO, I find that character absolutely boring to watch. Whereas Frieza on Namek is timeless.

I won't include much on Super, because it's abundantly clear that 75% of Super isn't really well written. Even Ultra Instinct was revealed to be a last minute addition that conveniently lined up with throw away lines earlier in the franchise. I will say that Super's rendition of Frieza is entertaining, but he comes off as more of an imitation than the original.

Best group? I'm not as well versed in manga as plenty of others, so I'll have to narrow it down to Shichibukai, Espada and Akatsuki. And, almost immediately I think Shichibukai is removed because their dynamic is very, very different to what you can expect from the other two.

Both groups have plenty of wasted potential and really only highlight 3/4 members. The others get fifteen minutes of fame, if that, and then are ignored for the duration of the series. I will say that I think the Akatsuki are more interesting and slightly better written, because they aren't slaves to Pein / Obito. Whereas the Arrancar are effectively cannon fodder with some who have very, very similar personalities.

Some of the more ignored members of Akatsuki, such as Sasori, have hidden depth to them that you can't really expect from most Espada. The backstory regarding how he'd wait for his parents, then developing his disdain for waiting and eventually making a poison that doesn't kill you swiftly but has you agonize for days and wait for death is fantastic. Especially since Kishi didn't feel the need to expressly state much of that. Then you have interesting gimmicks for Sasori, where he changed most of his body and tries to cast away human emotions, believing them to be a weakness (once more stemming from his parents demise), the particular enthusiasm he expresses when describing how he converts someone into a human puppet. To even the fact he admires art and wants to make himself art, but only art that is eternal and won't go away. Just a really well crafted character with a lot of tied strings that keeps things together.

Then you have Ulquiorra, who ponders over human emotions because he doesn't acknowledge his own — years (decades?) of isolation in Heuco Mundo after being turned on by his unique Hollow-tribe has made him jaded to any kind of existence. He doesn't see a purpose or a point in much, until the girl who he's in the process of mentally damaging manages to impress him with her fortitude and hope. There's just so much less to go off of, and Ulquiorra is one of the most (if not THE most) prominent Espada. Even going to Grimmjow, the Hollow we're the next most exposed to, has pretty much one gimmick that is extremely similar to Kenpachi already, but cast in a more desperate light than Zaraki's carefree battle lust.

The Espada have cool powers, great designs and I love a good portion of them for that and their limited characters. But the Akatsuki effectively match them in design and powers, and their best written members have significantly more to them. Sometimes to their detriment, like Obito or Zetsu and even Pein. But you have a lot of that good, middle ground with Kisame, Sasori, Kakuzu and Konan.
Frieda got ruined in Super

The Broly movie ruined him, his entire motivation for collecting the Dragonballs is to get taller, it’s trash

I completely agree, super ruined Dragonball for me
If you realise what the tournament of power did for frieza and how its changed him its brilliant.

Senpai Johan is a must.

Also add Light Yagami, as he could be perceived as the villain of the story.

If you don't think Light is a bad guy, just add Johan.

The best written in a shounen is Meruem, this isn't debatable all others have superiority in different aspects. I'd say out of the popular ones Pain is the only one that comes close and even then not really.

Best final villain as of right now is Yhawch, complain about his OP'ness all you want but read CFYOW and pick up on his background and he's a wonderful villain.

Best villain organization is tricky, I'd go with the Akatsuki as even if they aren't as deeply characterized as some others they're the only ones that genuinely had a threatening presence and brought some of the greatest conflicts in shounen. Phantom Troupe can't claim this because they got rocked by Kurapika the first time they met. Espada are actually pretty well characterized but they were pitiful in terms of story presence.

Clan of Noah is extremely underrated as they all blend together super well and have great presence. League of villains and how they are being developed >>>> and if it pays off its going to be huge. Nothing from OP seems to really be able to be here as they only last one arc lol.

Best villain of all time is Johan Liebert.

From the poll up there *note I'm rating them as villains/antagonists and not characters.*
  • Pain 6/10 (Started off amazing, but turned into the usual Naruto sob story cheerleader, this was Nagato hiding behind a badass design the whole time)
  • Aizen 9.5/10 (Made the soul society arc one of the greatest arcs of all time, top tier schemer, a little bit too perfect though at times, his planning can become memeish)
  • Meruem 10/10 (Character development lvl 100, this guy represents evolution, arguably the best written out of this bunch)
  • Madara 6/10 (Ongoing theme with Naruto, starts amazing then he simply looks like Hashirama's water boy, way too obsessed with the wood)
  • Cell 8/10 (solid design, solid concept, this guy set up a tournament and let his enemies train to fight him, he's a sissy though when things aren't going his way)
  • Frieza 8/10 (a tyrant through and through, suffers from some corniness at times though)
  • Crocodile 9/10 (the stuff this guy was pulling in the Alabasta arc were some of the coldest scenes in One Piece, his plans were heartless to say the least, a reflection on how real life nations abuse their powers to light a fire under a rebellion while acting like heroes)
  • Griffith 10/10 (the most vile character to ever exist tbh, don't think I've ever hated a fictional character as much as this guy at one point, and not in a bad writing kind of way, guess he served his role well)
  • Dio 10/10 (This guy picked up and slammed a road roller ontop the MC out of nowhere, nothing more needs to be said)
  • Shishio Makoto 10/10 (He's got it all, design, quotes, strength. A man with a clear ambition who sticks to his code without fail or hesitation, no exceptions)

Unfair rating of Pain and Croc.
Akatsuki >>> Shichibukais for a reason

For the best organisation I hesitate :

Akatsuki is really good, for the first part and a good chunk of the second they were very threatening. Even design wise they were cool and their fights are the best in all naruto : sasori fight vs chiyo, hidan /kakuzu vs Asuma team and then with Kakashi (naruto arrival ruined everything), Kisame etc.

Espada were good too but very unbalanced and the story doesn't help them to shine : Ulquiorra is awesome beyond everything, Grimmjow extra cool too, Noitora and Stark. The rest are from average to unsignificant.

I agree with @Zexion~ the Noah clan is quite good with great personalities : Tikki mik (too lazy to search the correct name ) and Road are very nice. The earl can be great too. And as a group they are pretty nice. Tikki first fight against Allen was quite the show.

An other group that is underestimated is the AOT warriors : Reiner, Pieck, Berthold, Annie etc. They are very well written, are fleshed we can understand their feelings quite well, are original and are not cliché.
