Not counting the Worst Gen, then Ulti, probably. And then maybe Pay Pay with her. She's got the most fun personality to write, I would imagine, so if Oda's going to spare one for a cover story it'll probably be her.
Queen's really fun as well but he's also a horrible person who deserves locked up. Ulti hasn't really done anything unforgivable on-screen.

Page One and Ulti. I think they would have redemption.
Apoo might use dirty tactic and stab Kaido in the back and remains as Luffy's enemy until EOS.
Hawkin might predict that he would get captured and escape.
Drake because he is double agent.
I think Kaido would die since the essence of his character in the manga is he is unkillable so his death might be a huge shock to the world and would hype Luffy.
Jack might get captured since Oda hasn't treated Jack well.
Queen might help Luffy in the future since Luffy called him balloon man. I think people who are nicknamed by Luffy would help Luffy at some point in the future.
I think King would go his own way and goes solo. Queen doesn't respect him and Jack might get captured. I think his rare race would get fleshed out by Oda in the future.
