But let’s assume such a concept as “Peak World Government” could exist, what are the level of forces that can defeat them?

Peak World Government is

1. Imu actually fights on the frontlines with Everyone, not sitting in shadows when Whitebeard is destroying Navy HQ

2. Gorosei and Holy Knights also join the front lines and don’t sit around with their thumbs up their asses

3. The WG uses their super weapons readily. Meaning they actually use that Death laser from Vegapunk that destroyed Lulucia on actual important targets, for example Kamabaka. Why the fuck haven’t they destroyed Kamabaka? They are idiots. Peak World Government actually does in fact target places like this.

4. The Seraphims are at their Peak. It’s yet to be determined if the Seraphims will get aged up, or if there’s a back door that Vegapunk created to control them. Peak Seraphims HAVE NO Back door and are at Peak power, whether that means Aged up.

5. the Admirals are competent. Akainu isn’t sitting behind a desk, Fujitora isn’t Betraying the government all day. Greenbull isn’t a bitch who runs away from Wi-Fi CoC.

6. The Warlords have not been abolished (this was pure incompetence) and they actually function as intended. (As in Mihawk, Boa, Jimbei, Crocodile, Doflamingo, Moria, Kuma and ALL THEIR RESPECTIVE CREWS all obey the commands of the government)

(in case you missed it, both the warlords and Seraphims are active at the same time for the government here)

7. All the cipher-polls are fighting on the frontlines unlike in Marineford where none of them participated

8. all the marines fall in line, This includes Sengoku, Garp and Sword. They all fight for the Government

9. All the secret Armies of the government also join the frontlines. In case you’ve forgotten we have seen two different Armies that the WG secretly controls. The army that destroyed Law’s island and the army that was building the Bridge with slaves where Robin went. All the secret armies around the world the WG is funding all join. Let’s include the Impel Down jailers here

10. All the allied nations of the WG join their side and give up soldiers and ships and food and bases for this war.

This leaves The Revolutionary army which includes Vegapunk and Stussy, the pirates (except the original 7 warlords), the underworld brokers and the Unaffiliated nations of world. Let’s also give Luffy, Shirahoshi as Poseidon

Can the rest of these guys Defeat PEAK WG? What combination of the rest of these guys can defeat?

if there aren’t able to win, let’s go back in time and give them dead pirates like rocks, Roger, Kaido, big mom and Whitebeard to fight for the opposition.

The answer is, even if the dead characters got revived, Prime WG would still stomp.

The Nika fruit has a second awakening. Luffy achieve it while they are loosing and it turns out that he actually ate the hito hito no mi: model Super saiyan God - Goku. And turns the battle around

Peak Zoro.

Peak Zoro doesn't exist since Luffy is protagonist but he has power to slice Earth in half.

Peak WG is nothing compared to Peak Zoro.

Going from the same reasoning: peak free world.

We have old sick WB but who isn't betrayed by Sguardo and co so he enters the battlefield in relative good shape unlike in Marineford. Plus all his crew who is not distracted by WB taking heavy blows.

Yami BB. BB explains his plot and actually is aided so we have him plus Tatch who is still alive.

Ace, he doesn't fight with BB but actually is thought to not be a hot head and instead train before taking on big guys like Akainu.

Kaido and crew, of course. He also has samurai help with WG bad propaganda and shit. Oden didn't die but is alive with a level equal or above Kaido.

BM and crew, also Streusen comes to help and BM powers are used wisely on the whole battlefield, it could be nightmare.

Shanks and his crew. His coc alone can take more than just the fodder on the opposite side, it worked very well on Greenbull.

Old Ray, who has very good coc too not to count he can at least stall Kizaru. Gaban if he is still alive somewhere.

Revos so Dragon, Sabo, Iva, Morley Karasu etc.

G5 Luffy and crew plus grand fleet.

Then at the same time it can be argued that Mihawk is a pirate who is hired by the WG but is a pirate at heart, same goes with Doffy who for sure is a criminal, Moria, Croco, Boa, Jinbe.. they are all working for the WG just to improve their agenda they have no loyality for the WG but are actually pirates. The inly one who can be argued is Kuma since he become almost a mindless robot (but who can still aid the SHs even against an admiral like Kizaru).

Also people like Vagapunk actually work for the WG only because they are forced too do Vega and at least his stellas wouldn't stand with the WG. Nothing to say about the Lulucia laser weapon or the seraphims at this point. Still he can probably hack them or at the very best control the seraphims he created (This is peak pirate world so the best chances for them like we had the best chances possible for the WG).

Pirates like Kidd and Law don't get destroyed by Shanks and BB but are still there with their pseudo yonko power.

Of course all the Impel down guys BB freed, and no one was killed like BB did.

Elbaf and his giants, BM didn't kill the 2 old giants (even if they are fodder).

Shiraoshi as Poseidon can bring ruin.

Franky actually build Pluton because the battle will decide the fate of the world.

The ancient weapon under Wano is used.

Then about the extras from the WG/navy: Garp actually hates the CD and was already about to betray the WG when Ace life was on the line. If it is a scumbag like Im with all his servants vs his nephew and a free world then he most likely will side with Luffy.

Same goes for Aokiji, trainee fo Garp, who also already betrayed the WG when he could not bear for it to be ruled by somebody like Akainu with his mentality.

And let's not count movie pirates like Bullet, Shiki, Uta... otherwise the whole thing become immediately useless with them alone.

(and I probably missed some other strong pirate/revo/nations but this should already be a stomp one way or another).
