The only real answer in this "thread" is Smoker since he lost his role as Luffy's Zenigata/lawful enemy due a clear lack of direction for him, power level babiness be danmed. Also the BM pirates were clearly taken out solely due space to shorten the saga otherwise a few of them should have been in the raid

Literally the only time this "happened" was Doflamingo attacking him and him barely tanking it, thats in no way being trashed unless your contact with the information was reading baits online without reading the event, Hody, Caesar, Katakuri, Big Mom, Kaido, none of them used Sanji as a hype tool so nice lie you got there, let me guess, another arc skipper reading comments online and using that to fake you ever read the series right (also Oda clearly loves writing his shenanigans seing as his plot in WholeCake was that he should be accepted as he is by his crew, the Vinsmokes were basically Oda pointing at the American puritan kids crying over his gags and laughing at their seething going "cry all you want, I will keep him unchanged forever")

Another giveaway of Op's poserness is that hes repeating circlejerks from twitter kids angry at the anime episode, since they dont know Queen's defeat and the Wings of the Pirate King thing are coming nor they read Ennies Lobby to predict how obvious that was so they are extra butthurt about Shitcook and using it as an excuse to virtue signal how evil he is for not being scared of women (so they can approach little boys and women themselves with their sweaty fedoras by proving theyre not threats lol)

Also funny how 100% of the characters have gags, including Luffy being a walking one yet its only poor, bad and whatever when its about women, the good thing about Sanji's gags is that its a good filter: 100% of the people getting triggered by it are always either an angry virgin femcel in denial that she will end her days alone and fat or a nounce who wants to diddle boys and is virtue signaling over cartoons being raunchy as a way to cover up, why else would a person be that triggered over a fictional character being straigh after all.

In general, whining about gags and equating them to being bad characters or weak in One Piece is also just a good giveaway that the poser in question skipped arcs and is only faking to read it because its popular, they just assume its Narutuu and everyone thats not an emo crying about their bff isnt meant to be taken seriously..... when Luffy is the protagonist LMAO. Good way to filter out the Naruturds forcing themselves to invest time in One Piece solely cause its popular, they dont even know its an adventure manga full of comedy and assume its a traditional battle shonen. Extra hilarious when they have a One Punch Man avatar, which is even more of a gag fest farce than One Piece is, I bet youre one of those power level babies who think OPM characters can be ranked and scaled instead of the gag theyre meant to be, like the ones who pissed themselves when Trashy Trash got defeated easily.

The notion of Oda using Sanji as stepping stone for other character's powerlevel did happen and present since way back, and it comes with many flavors. Sometimes it's serious, sometimes it's gag. Sometimes Sanji got clearly defeated, or losing momentarily, or matched evenly when he actually can win, or just not finishing up the fight, or simply end things unclearly.
It's not me being an embittered Sanji fans, but the facts are there and canon.

Let's take random examples from random arcs, that can be included in the above's scenario.

- Jaya arc, Sanji got attacked by montblanc and appears to be on the weak end
- Fishman Island, Sanji bleeds from simple punches of Luffy and Jinbe
- Baratie, can't even defeat Gin, when Luffy easily took care of Krieg
- Wano, got thrown around to showcase Page One's Ancient Zoan attributes
- Onigashima, can't even flinch King to showcase his strength and durability
- Punk Hazard, the famous can't break wall/door
- Punk Hazard, the famous leg cracking and unfinished fight
- Onigashima, can't even save Momo from slow flying enemy (narrative purpose lose)
- Logue Town, taken care of by Smoker in a flash (at the same time Zoro conveniently not present)
- WCI, didn't finish some veteran level ministers
- Dressrosa, can't even move from Doffy's casual attacks

Whether these things are meant for Sanji to be used as hype tool or not, it's clear that these scenarios made him look bad.

Smoker and it’s not even close

look at how Law and Vergo beat Smoker then compare it to Big Mom’s portrayal vs Law and Kid

Smoker went from potential Garp to punching bag

Usopp.

The East Blue Five should be all super important, yet a lot of stuff Usopp can do are given to Sanji. Which result in making Sanji having too many functions and abilities. Which result in him getting much weaker than Zoro when he's supposedly not left behind that far.

Smoker.

He is supposedly the Straw Hat's hunter. Irrelevant to how strong he is, he should be chasing them all arc.
I have a hard disagree with this stance. Time & again, Smoker has seen first hand his employer- the marines/W.G, be corrupt or allow corruption. Smoker has also seen that a "pirate " has a much better sense of Justice, rights & willingness to right wrongs than the people who are supposed to keep the world in check.

Punk Hazard ended Smoker seeing The S.H.P as villains when he discovered that people with govt immunity, or within the Govt (Vergo), were abducting, experimenting on & killing children, while Luffy & his crew fought with their lives to save these kids. Smoker IS NOT Akainu, he is not a believer in "absolute justice" nor is he a "marines/w.g are always right & just *slurp slurp*" brainwashed asshole. We have seen him, several times, tell The Powers That Be "to go suck a dick" in regards to orders/dog & pony show.

Ussop's done fuck all post time skip, none of that elbaf shit
Post Time skip Chopper has been a flagrant 4/10 even his design
Smoker's supposed to be one of Luffy's Marine rivals and bar strength he would parallel Garp more than Coby but he's an absolute joke
Big Mom's been handled has been poorly, the way Oda is portraying Kaido compared to BM you would think she is a mid diff for him
The rest idgaf

The readers.

Plain and simple.

Oda is at his best when he does short or medium-length arcs. There his pacing is on point and the storytelling is sharp, clever and plausible.

Even the longer pre-skip story-arcs consisted of two medium-sized arcs or a few short arcs (WP-LG-Drum-Alabasta, Jaya-Skypiea, Water7 - Enies Lobby).

Post-skip he felt the need to write insanely long arcs (Dressrosa, WCI, Wano) that fell off their wheels down the road and developed a ton of issues in the especially bloated second half of those arcs.

It's no coincidence that Zou and Reverie are BY FAR the most beloved post-skip arcs by any fan with only a bit of interest in solid storytelling.
