I don't see a Blackbeard crew member having it. The Sniper guy is already the Colour of Observation specialist.
IMU SAMA probably the strongest user with Shirley.

I just hope too many don't have it. 4,5 big users is enough

Kaido doesn't, BM doesnt, Whitebeard maybe, Mihawk maybe, Shanks maybe, Dragon maybe, the admirals didnt show any feat like that but it could Oda saving this for later for now no, all commanders except Shanks crew couldnt use FS ( only Kata of course)

If you ask me why ?
The No's:
-Akainu was surprised by WB, Coby and Shanks,
- BB didnt show any sign when Luffy,Senghok or Magellan surprised him
- Kuzan got two times attacked one by Marco the other one Jozu so no he just anticipated WB attack
-Kizaru also didnt he was surprised by Rayleigh and Coby
-Fujitora also didnt show anything in DR
-Kaido also
- BM also doesnt have it
-Senghok also


The maybes's:
- Whitebeard Ace couldnt touch him and he could feel or saw the future
- Shanks also a maybe
- Hawkeyes maybe
-Rayleigh
-Dragon

But for now its prob not even a handful people

FS can be pretty useful as long as your enemy is not fast enough to overcome your FS, otherwise it draws up like with Katakuri.

Enel and his priests only could see the next move of the rival, not several seconds in the future, same with Boa sisters. FS is an upgrade of that.

As for FS, Akainu and Aokiji showed this kind of Haki in MF (when WB' stab and Marco & Vista attacks).
Rayleigh didn't show it.
Fujitora has high chances to have this haki, same for Shanks.
