Gaban is only relevant now and has been in the story forever. Oda picks and choses when he uses characters. Marines are the face of the wg they are going to be front and center in everything. On the pirate side we didn't know much about other yonko till after the time skip we just knew they existed. Oda not doing something with a character for a long time doesn't mean he just won't. Character have narrative importance which is irregardless of authority. Currently we are in the yonko saga so everything surrounding them has the most narrative to the story. Post this and when we get to eos vs the wg Kong would have vastly more narrative than he does now. Someone like even smoker has more narrative than Kong because of his connection to the shs.
