We can only throw suggestions with basically no ground since actually there is no ground to begin with or almost. What I can see happen is if after Roger died some other big pirate looked for Ray to recruit him or have at least all the infos he/her needed about the OP and finding it. Ray was swarmed by the crew BB vs Garp style but managed to escape.
It could be Shiki and crew or maybe Kaido and BM stayed allied for a bit after the Rocks disbanded and that is why they managed to beat or at least tie with a prime Ray (and here BM was the one doing the heavy lifting, not Kaido, not yet). Some other big name that got erased by history like Shiki to captain John and crew or the other one who had Beehive before BB (chinese sounding name). The only thing that seems quite sure is that he was swarmed, or at least had an handicap match. People going 1 vs 1 and winning, or at least tie, vs Ray are not many. It would be important to know the precise year in order to estimate Ray possible strength and if people like Mihawk was strong enough at that point in time to win.

Furthermore, all of these titles are popularized by the WG.
Mihawk's bounty reveal literally has the navy saying his title, his appearance on shichibukai reunion, marineford etc.
Same for kaido and WB.
ALL titles are said both by narrator and WG, only after that, they become known for the rest of the world.
Even though the "WSS" wasnt mentioned even once throughout land of the swordsman arc.
