Kaidou obtained his Devil Fruit on the same day as the incident. I wonder if it was before, during the incident, or after the incident (at the end of the fights).
If the answer to this is the first possibility, that he obtained it on the same day as the incident but before the fight started, it means that Kaidou was already very strong even though he was only 21 years old.
With that said, it is likely that he faced a formidable figure.
Gaban is not even able to defeat Big Mom alone, adding Kaidou here would only make Gaban's already impossible victory against Big Mom twice as impossible.

We have different perspectives then. I don't think Big Mom would face Gaban, as I believe she is much more aligned with Roger, Whitebeard, and Garp than with Gaban. She shares a line of rivalry with them due to being from the same generation.
I have Gaban ~ Oden (mid top tier), the anime shows their clash as equals.
The confrontation between Oden and Gaban in the manga never happened, and they never exchanged a single blow. We saw Roger's concern in not allowing any harm to come to his men (Rayleigh and Gaban) in the manga when facing Oden. The manga hinted that Oden would face Rayleigh and Gaban in a 1 vs 2 battle.
One Piece fights specially lately are not there simple or obvious. You are forgetting other Holy Knights. Also the betrayal plot. Possibly CP-9/0 agents.
We are yet to know who was YC2 in xebec crew, whether it was big mom or shiki so its hard to say, i'm gonna take a guess and say that she was indeed the third strongest, so:
Roger: xebec
Garling: WB
Garp: big mom(she mentioned luffys "monkey" surname on WCI, could be about dragon tho)
Sengoku: shiki
Rayleigh: kaido(kaido was just an aprentice at the time)
