Chapter 1 luffy was not a mid tier. Vergo, Pica, ph smoker, pero, who's who, page 1, ulti, ichiji etc would all beat Chapter 1 luffy without any problem because there is a tier difference. Chapter 1 luffy doesn't stand a single chance against any mid tier because starting out he wasn't that strong. Chapter 1 luffy was a low tier.
