My guess is this arc leads to the Underworld (in which several of these characters are tied to it) but idk yet

Crime bosses lol. Stussy, CP0, the fact that Du Feld funded MADS before VP left for the WG. Most recently Morgans with Vivi.

Its a long shot, but I think its happening still, especially since 3 of the Emperors are virtually unknown and Cross Guild has a stake in hunting Marines for "Shady organizations".
