ch 1000 luffy is not even close to prime garp in terms of base stats

G4 Luffy Wano got toe toe (physically) with Kaido more than onslce as soon as he got the same haki as him. Hybrid Kaido.
Garp is stronger than Hybrid Kaido? Yeah, maybe, still the difference Is not incredibile.

In WC even got toe toe with BM.

Anyway, Luffy 1000 with all advanced hakis still was leagues behind a top tier. You can double his physical stats and would still be a nobody.

if his base stats are on par with kaido then he can very well go toe to toe with any other admiral with the exception of kizaru since u need to solely rely on speed or aoe to beat the light man
