I think Zoro, he uses his haki more often than Shanks.

Zoro has stronger CoA haki. Shanks has stronger ACoC haki. Shanks haki is unreal level. That is beyond Luffy, Kaido and Zoro's level. That will be one of two major growth from Zoro in the future. Zoro's battle against Shanks will help him reach that level.

They are both equally hakiman.

I'm inclined to say neither since there is no such thing as a hakiman. Though if I'm to entertain the question and am correct in understanding that hakiman refers to someone who uses haki over swords I'd have to say Shanks, since Zoro being a swordsman is, to put it mildly, kind of his thing.
