That is not even good trolling .
He is not going to be above Blackbeard eos, but for now Blackbeard is weaker. BB also loses to Mihawk and to the Rayleigh of two years ago who fought Kizaru (and was also not going to win that fight). He may even lose to a slightly younger Gaban, assuming he doesn’t have a fruit. But Blackbeard currently beats Luffy and any df user weaker than Luffy which is almost all of them.
He has a specific ability to beat devil fruit users.

We've entered the final saga. It's now or never—unless you guys want him to appear only in the final war without any build up. Beyond all the implications left by Oda, Gaban is simply too relevant not to show up right at the moment when his existence is of utmost necessity.
Another thing in terms of power level: age doesn't affect everyone equally. For all we know, current Gaban may even be stronger than old Rayleigh.

Scopper was 3rd strongest on Pirate King's crew
meanwhile Shiki was AT BEST 5th strongest on Rocks' crew

Rayleigh has already fulfilled the role Gaban would play for lore. They have had access to all his information for years.

Shiki fought Roger, then he fought Garp and Sengoku together, he is stronger than Gaban and has a fruit power so he is less effected by old age

If the silhouetted guy is Shiki then what happened to the steering wheel that is imbedded in his head?
I'll play my own Devil's Advocate here. Maybe Crocus removed it and that is why he is seen drinking with Crocus. Not sure when and how he becomes friends (almost family) with Shanks?
I doubt that hat would cover the steering wheel but it's OP and stranger things have happened. Would be better if Crocus removed it and that's why he is cool with Crocus.
