Most probable candidates:
1. New Character and potential next nakama
2. Scopper Gaban will be a nice parallel to Silvers Rayleigh with Rayleigh being the coating mechanic who makes ships float and Gaban being the one who sinks ships. Both of them at checkpoints for Journey to Laughtale. Also Scopper is a Navigator and helmsman. Silvers Rayleigh white vs Burnt scar man black.

Not Dragon imo. His home base of Baltigo was already destroyed so no way he’s hiding a Poneglyph on Momoiro island.

Saul is still a good guess because he is a D which is going to be important very soon so it’s a good way to implement that plotline into the story.

Gaban would be cool with Rayleigh as the gatekeeper to the new world since he costs the ship and Gaban as the gatekeeper to raftel but right now we just don’t know enough about gaban.
