I think Shiryu saying its someone from the government excludes this from the story,its a way for Oda to take the reader there then surprise them. Saul at this point can be excluded too. It might be Rox but Blackbeard seems to be a fan of him,so in this case he should know. It might be Imu,so actually the government? Or just a new character

I doubt it’s Dragon, but with the way Oda has been writing, he may try to force it to fit.

Stealing a Road Poneglyph or rubbing from the WG and maybe killing a Celestial in the process could certainly fit as a crime to be labeled the worst….but the government connection could indeed just be a red herring.

Its probably just a new, independent character. I really think it might actually be the Lurking Legend lol. A roaming, enigmatic character just seems to fit that bill
