Katakuri, probably.
Luffy might've been in contention as well if not for the existence of Gear 5th exploding his fruit's untapped potential wide open once again.
Doflamingo, Crocodile and arguably Enel are up there too, and maybe an argument can be made for Kaido too, but the sheer number of things Katakuri can do with his fruit is just kind of bonkers given how outwardly simple and basic it is.
