It has to be Tobirama, maybe Minato if you account for potential. He died prematurely but was such a beast already, maybe he could have innovated more techniques along with his mastery of FTG. Heโ€™s pretty fucking busted.

Unfortunately, its Boruto, isn't? The little bastard is just a God in the Boruto manga. Completely shitting on Naurto/Sasuke talents. Also can someone explain the translation of Boruto from Japanese to English. Like does the name Boruto sound as fucking stupid in Japanese as it does in English?

In my opinion, Kabuto. During the third world war, he infiltrated every other ninja village, which is an insane feat. The Hokages are the strongest for sure, but the most skilled Ninjas wont even be known to the world at large

He was highly skilled in Ninjutsu, Taijutsu, Genjutsu, Fuinjutsu, Bukijutsu... His title "the Professor" comes from the fact he had a perfect understanding of the shinobi mechanics and an huge knowledge.
