Kakashi (and maybe Sakumo) by far: regular ass genetic setup and discounter Chakra levels. Yet he learnt every single element, mastered several S-class jutsu, mastered Sharingan to a level beyond 99.99% of all Uchihas ever lived. Invented chidori and it's variations.

OR Itachi. Bro was still in top 10 at the end of OG Naruto even though he was constantly sick, half blind (incomplete MS) and a pacifist nature that makes fighting in general unpleasant for him.

Don't understand how Ppl can say Tobirama. He's just a basic ass scholar that probably preferred science bc of his social anxiety and weakness.

Kakashi and Itachi were jonin at what age, like 6?8? Hashirama and Madara were playing with rocks and needed their parents to wipe their asses in that age.

You don't you dumbass. You just need knowledge. Real skill is being able to use techniques in many different ways and being able to create variants of the same technique

Sasuke is a genjutsu kenjutsu ninjitsu taijutsu user and there's literally no weapon in the world Sasuke can't fucking master. Kunai spear sword shurikens you name it. He's the number 1 battle strategist in naruto, nobody comes close

Does a skilled ninja mean the who has mastery over the most Jutsu, or does it also consider the learning curve required for the ninja to master those Jutsu as well?

But more importantly

What about the ninja's intellect or experience required to understand how to use a specific type of Jutsu, or their ability to manipulate the terrain to maximize the success rate of that specific Jutsu's intended purpose?

Shikamaru and Neji are the two ninja that come to mind here.

This whole "alien ninja gods thing" transformed the entire series from ninjas dealing with conflict between other nations into something stuck between Fairy Tail and Dragon Ball.

By the time Boruto rolled around it became a superhero battle shonen series with ninjutsu as garnish on top.

Shikamaru isn't as skilled as Sasuke and neji
They faced fighters (Hidan for Shikamaru and Kidomaru, including his second state, for Neji) whose abilities far exceeded their own at the time. Critical thinking + implementing precisely-timed strategies became pivotal in both of their battles.

Hidan in CQC is a demon, too agile and skilled with his scythe, I would only rank Itachi above him in pure CQC skill.

What about overall skill though
I wouldn't usually rate Hiruzen highly but skill wise he's built different. Control over all elements, knows all jutsus, can fight with a weapon
Every hokage had his own hax, Hiruzen's was his skill

Over Kakashi & Sasuke?
Kakashi and Hidan both cancelled each other out in CQC, neither could scratch the other. Though Kakashi was also being taxed by Kakuzu, Hidan was nerfed because he lost his scythe's rope.

Overall skill might be Kakashi honestly. His chakra pool is ass, and yet he's still the most versatile individual. Hiruzen is up there too I guess. Sasuke always manages to put a unique spin on an ability, so he's def up there.
