The conversation between Garling and the Gorosei imo suggest that only the Gorosei and a few staff (attendants like the one in flower chamber) are privy to the existence of Imu. Why would the Gorosei ask about who ordered Garling unless they were trying to hide from Garling that someone other than them is at the top. How many of the CDs actually know about the existence of Imu?
Or is my interpretation wrong and CDs, the higher ones like Gorosei and Garling are the ones who know about Imus existence. Of course there must be some staff too to look after the needs of Imu. The guards were afraid of even talking about the flower chamber.
