Speculations Who knows about Imu?

The conversation between Garling and the Gorosei imo suggest that only the Gorosei and a few staff (attendants like the one in flower chamber) are privy to the existence of Imu. Why would the Gorosei ask about who ordered Garling unless they were trying to hide from Garling that someone other than them is at the top. How many of the CDs actually know about the existence of Imu?

Or is my interpretation wrong and CDs, the higher ones like Gorosei and Garling are the ones who know about Imus existence. Of course there must be some staff too to look after the needs of Imu. The guards were afraid of even talking about the flower chamber.

If they are trying to hide Imu from Garling, I think they would say "We didn't issue you any order", unless there are someone below Gorosei and higher than God's Knights in rank. Or maybe Warcury is just being cautious of not letting them know the existance of Imu by testing him, giving him a psychological question to see what response will he give.

The Gorosei to include Garling are probably the only ones that know for sure of imu's existence (not counting Sabo and Wapol who saw imu first hand)

Everyone else may have heard rumors and heresay but they don't know anything concrete

I'm sure imu sent Garling a welcome letter whenever he got promoted
