Goroseis as final villains is also kind of strange because it seems like the four of them are basically the same character with a different skin. Since Oda is an author who likes to diversify the characters' personalities a lot it's hard to see him developing four different fights of characters that have similar personalities in the same arc.

Taking down a Commander who only exists to push his Boss Agenda doesn't apply to Final Battle,
If you look at Pre-TS, Sanji Defeated Kuroobi, Mr. 2, Satori & Jabra, They were only Executives Protecting Villain's Throne,
But in Final Adventure of SHs, his Opponent was instead Absalom,
Who wasn't Introduced as a mere Commander, but He was One of Mysterious Four,
Who had his own Agenda/Dream, also Sanji had a Personal Grudge against him for his DF & the Fight was about Saving Nami ... etc
If you look at Rest, They also weren't just given a mere Commander to Fight,
It felt Personal, and against Villains with their own Agenda/Dream as well, who needed to be Defeated for their Existence Alone, not just because They were working for Main Villain, such as Hogback vs Chopper or Ryuma vs Zoro or Perona vs Usopp or Luffy vs Oars,

We saw pensioner Rayleigh fight off prime Kizaru, scare off prime Blackbeard and his coat in his prime is remarkably similar to WSS Mihawk which might indicate Ray was WSS. We can confidently assess that EoS > Rayleigh in his prime would have defeated prime Admiral Kizaru and at the very least scarred or badly injured BB (who likely is above even prime Ray).
If Gaban jobs then there is not much hope for Sanji. YC and that's it. If an Admiral like Green Bull shows up and Gaban fights him off like Ray did then Sanji will be a bit above that level EoS.

Just because there's no apparent hierarchy when it comes to the Gorosei doesn't mean they're equal in power, and they are numbered with Saturn being number 5, we need more context behind that.
