Turning the world against the marines still isn’t enough to justify an all out war against them while risking their forces
Kaido and his crew were said to be enough to keep everyone out of Wano including the Marines per Greenbull’s words
Plus Akainu is incredibly cautious. He left Big Mom and Kaido’s alliance alone because he didn’t have enough information regarding their forces
CG is a wildcard. Why would he randomly send 2 Admirals to attack them?

Why should the marines instead just let their forces be attacked and taken down by bounty hunters rather than try and nip it in the bud?

Emptee Bluffs and Croc and Mihawk are all quantities the WG has known about and worked with. There’s no surprise there.
The manpower issue that Sakazuki mentioned here is just getting worse because Cross Guild is taking down marines.
Sakazuki isn’t a coward; he just had a reason not to attack Wano. But there’s no reason not to send the admirals to try and take down Cross Guild especially since the WG thinks buggy’s a top tier they’d need to send two admirals to do so.
I think the idea of any of these groups being “sacrificed” is silly

cause there are no forces beyond that? The buggy delivery system was a known quantity. Mihawk and Croc have been the biggest change which is what created Cross Guild.
And yes Akainu would take that chance because not taking that chance leads to common people killing marines. As Sengoku said “How can marines do their job to protect people from pirates if they can be shot in the back by those they’re trying to protect at any time.”

How do they know there’s been no changes though? Crocodile has his own organization that we know he’s been building up since pre timeskip
CG just off becoming a Yonko crew and gaining Mihawk and Croc would also grow in popularity which would lead to people joining every day

It could; but the world government can still find out that information. Cross guild isn’t secretive. They welcome bounty hunters and normal people throughout the world into their base to pay them.
I’m saying, Sakazuki won’t fear cross guild like Wano cause Wano was a fully unknown quantity that the marines had no way of learning about. Was oden an anomaly or was he the norm in Wano? There’s no way to test because the island was closed off and no one could enter.
The two are not the same. And Cross Guild is a bigger threat to the marines than Big Mom and Kaidos alliance cause those two weren’t going to hunt the marines regardless.
