Ray And Gaban are going to have a similar bounty, and why yall acting like those two shouldn’t be 4 Billion? These are characters Oda pushes as Legends. Unless you expect their bounties to decline to match their recent age, 4 billion should be a minimum for those two. Even Oden was seen as an absolute monster that Oda hypes regularly. These 3 getting yonko level bounties isn’t unheard of especially after Rayleigh embarrassed 3.996 billion Berry Blackbeard.

Becuase It doesn't work like that in crews.
Usually, subordinates have much lower bounties than captains. There are expections, like Ray or Mihawk, but for a "secondary subordinate" Is even more difficult and so on.
Ray can be at ~ 4, I think he Is, but Gaban and Oden are in 2-3B range. 3B of they are really lucky.

Don’t use silver medalists to try and generalize Roger’s crew. No other crew has legends as subordinates. No other crew had two members who were stated to stand shoulder to shoulder with their captain.
Ray and Gaban as the right and left hand should have just over 1 billion off their captain while Oden, who was a late comer, but was able to read poneglyphs, was a member of a feared nation, and was very powerful in his own right deserves a 4 billion bounty imo maybe a 3.5 at worst, but 2-3? That’s way too small.
None of them are getting bounties below Loki.

I don't think we'll get any of them, but these would be my guesses
- Oden: 4-4.5B (Stronger than Rayleigh, can read Poneglyphs, Whitebeard's brother and heir of Wano)
- Rayleigh: 3.2-3.8B (Roger's right hand, second strongest underling and stands shoulder to shoulder with Gaban)
- Gaban: 3.2-3.8B (Roger's left hand, second strongest underling and stands shoulder to shoulder with Rayleigh)
btw I am generalizing: what other present crew have those characteristics? None.

They'll have bounties around and even superior to an Emperor, a captain; it wouldn't seem low to me.
Ray can have 4B since he is the RHM.
One between Oden and Gaban could have 3B, but imho it would be too high.
2-3B it's probably the best: on the levels of top tier subordinates even though they are not even the RHM/Vice, which is already beyond incredible.

The Marines were wary of invading Wano essentially due to his name (they probably feared that he might've allied himself with Kaido; the panel below hints that if it were Kaido and Big Mom alone, Akainu would give the green light to Kizaru).

Pre-Nika Luffy, who had a few feats more than Oden, meaning FS and skyplitting, was not even close to beat present Kaido; he needed a whole power up more.
But more so, bounties in general drop the further from the top you are. That's why captain level dudes usually don't get the bounties they would get if they were themselves captains.
In Roger's crew, Ray was the RHM, Oden and Gaban were even further down the line.
If Oden was captain of an Emperor crew, then why not; 4B could have been the number, even though I would have given him a 3,5-4 range.

It's not like that imho.
Take the strawhat crew, another with that dynamic: only Luffy and Zoro were above the 100 million benchmark; not Sanji.
Furthermore, now Zoro and Sanji are quite close, but throughout the manga they were quite distant (for the numbers of the time):
They got near only recently, because Sanji had a whole arc about him and Zoro wasn't even present and in Wano Zoro got ahead again, even if by a small margin.
If you want to push Ray and Gaban near, even though I don't think they'll be, you can, but imho Ray will always be a "threshold" above Gaban.
