Sanji.
And it's legit better for both Zoro and Sanji to fight the fights they were destined to fight.
Sanji already has insane durability and speed feats and those will only get better.
What's better than knocking out one of the presumably Top3 tanks in that tier range?
Queen will be an absolute unit, very difficult to bring down w/o high lethality.
When Sanji does it, he legit might get some of the best attack power feats out of that whole Commander tier.
And by extent he would therefore have some of the best overall feats in every combat relevant category.
It's actually something every Sanji fan can and should look forward to happen.
Same with Zoro vs King.
