(All agendas aside) even if Kizaru has enough energy to join back the fight , at this point he ought to be morally conflicted enough which would be further excarberated by whatever Vegapunk's message about the truth of the World is going to be....doubting all the more on whether he really was on the side of justice or not.
Earlier he was sure about 2 things :- "He is just a cog in the wheel" & "Anyone(including Vegapunk) looking up the void century is surely a punishable offence....no questions asked....no second thoughts......but on that enforcing the punishment part , he doesn't want to kill his friend by his own hands......& so would rather prefer to do it very swiftly" .
Now with the broadcast , he will start to have second thoughts about the "Anyone looking up the void century is surely a punishable offence....no questions asked" part. So even if he has the energy to join back , he in all likelihood won't.
So ,at the very least the Gandhi Gorosei will definitely reach the labophase.
