No he wasn't, Yagura had control over his tailed beast's power but he didn't befriend it like Naruto and Bee did, that's the important difference because a tailed beast has to actively decide to break its host out of a genjutsu, as shown with Bee, if the tailed beast doesn't give a fuck then the host is screwed.

Itachi wasn't in braindead mode being fully controlled by Kabuto like Nagato was.
